Not that you or anyone else should relocate there, but the Free Library of Philadelphia has Books 1 - 3 of the Foundation series, as pdf files. This is core SF reading, so I would not fret about buying the ebooks or pbooks. There are worse things you could spend your money on, like Dan Brown's attempts at writing.
