I think the villain is always more fun and easier to write about. Basically he/she doesn't have to worry about stepping out of character like a hero would. I mean the hero of a book can't do x often because if he/she did then they would be seen as less than the hero they were supposed to be. For example a villain can shoot down unarmed opponents in a given story and not dwell on it but the hero often can't do that even if it means that the villain's followers will cause more trouble for him/her in the future. Anyway your proposed series sounds very interesting.
