You won't get anything like that compression ratio from any of the data formats used for ebooks.
As a test I checked volume 1 of History of the Decline and Fall of the Roman Empire by Edward Gibbon.
Plain text size: 1614KB, rar size: 496KB, ratio: 30%
Mobi size: 1217KB, rar size: 952KB, ratio: 78%
