I extrapolated it as an requirement handed down by OverDrive to reduce bandwidth costs, just like Netflix slows down heavy uses to reduce postage costs.

I don't like Netflix doing it, but they are in it for money. If it bothers me enough I can take my business elsewhere.

A library is not the same type of entity, and I feel it is unfair of Overdrive to make such an imposition. This actually has pissed me off enough to boycott Overdrive, not that my local library had more than 33 epubs anyways...
