Looks like it can. I just tried sending a SMS and it worked from an existing "conversation" and via the popup. You have to deal with the Kindle browser navigation though so its not quite as seamless as if there was a dedicated page for it.

Trying to play a voicemail doesn't work but you can still read the transcript.
