The fact that Amazon does not collect sales tax does not mean that you do not have to pay it. Technically, you still owe the sales tax. Currently there is no practical way for the states to track what taxes are owned, but you are still suppose to pay the taxes on the honor system. In practice no one does pay the taxes but that isn't the same as not owing them.
