It's simple.

I. install a virtual pdf printer (install acrobat or third party software, easy part!).

II. Using virtual pdf printer to print the file you want read, you select "Print" from the File menu, and choose the pdf printer.

III. The most important part is to turn on “included all fonts” option, if you are Settings-UNCHECK "Rely on System Fonts only; do not use document fonts".

All done!

And I am sure this method can also be applied to any other non-English document .
