As I said, I'm from Brazil too and had no problems using 3G. There is even an Anatel (*) logo on the back. And this is the so-called US Kindle (do not mistake it by the "real", previous generations, US Kindles, which were CDMA-based). The 3G hardware is multi-band. I can't say it will cover all possible 3G bands around the world, but I'd be surprised if it didn't.
And it definitely works on Brazil (the roaming is done through TIM here, if you are interested).

Of course, this is based on the Kindle I own (KDXG), but I have no reason to believe it would be different with the K3. I don't think it makes sense for Amazon (in terms of manufacturing costs) to keep two different hardware versions, one for the US and other for other countries, while it can easily cover all countries with a single model. The distinction on the pages was probably done to help international buyers who really can't use the US plug, but IMHO it confuses more than helps.

Anyway, I'm just trying to help. Order the international version if you feel more comfortable with that, but the US version does work here.

(*): For the non-brazilians: Anatel is a Brazilian government agency roughly equivalent to the US FCC.
