How do I change my country in the Sony store?

I tried buying an ebook from Sony for the first time since my computer crash and it is not working. I have used the software already to download library books but when I tried to buy a book, it said my credit card was not on file. So I went into 'account' and tried to add a credit card. Once I had put in all the information, I got this message:

We have detected that you are accessing the store from outside of your selected Country. You can only make changes to your financial information from within your Home Country. Check out our FAQ Page for more information.

I have no idea what country the Sony store thinks I am in---I assumed Canada since all the US only books are greyed out. I never recall telling it otherwise. I checked the FAQ, searched this forum and Google and I just cannot figure out where the preference is to change the country. Any ideas?
