I'm an electrical engineer. I confirm that electrical products are safe before they can bear my company's mark. (UL) I am discouraged to see our competition (Intertek/ETL and CSA) have lower standards, and can thus offer their services cheaper. Personally though, I hold the bar and am proud to sign my name to each report.
