I do not know how to help you purchase from the UK store if there are country limitations, but I can speak to the pricing. If the author has their book in the US Kindle Store, they must either choose to accept the changing conversion rates or specify a specific price in the Great Britain Pound. I think Amazon tries to maintain fairness in pricing when adjusting to the fluctuating monetary rates, but it may not always be easy. Many authors probably choose the former route, and so the monetary conversions fluctuate frequently. Sometimes the UK price may be lower and sometimes higher.
