ePub margins : @page vs stylesheet.css

I have noticed that the stylesheet.css generated by calibre contains settings for margin-top, -right, -bottom and -left, with -top and -bottom always set to zero. However margin-top and -bottom are set within each html file using @page instead. Is this necessary for ePub files or is it just the way that calibre works? Does it make any difference where these values are specified?
