when I traveled all over the country with my dog I used a LOT of parks and have seen different approaches; monthly/yearly membership fees, daily use fees (where you put money in a box like in parking lots), payment for an access code to get in the park gate, to completely free. the outstanding point at every park is a group of dedicated volunteers that attends work parties, helps "police" the park in assisting newbies with socializings their dogs (and quite often the humans) *encouraging* people to pick up poops, and overall making it a nice and safe environment for the pups and the people

That would be neat, there is one near us but our dog is not very social - she hates other dogs
But that is a step up from the last one who also hated other people
