the county gave us (after a LOT of meetings, wrangling and so on) parts of 3 parks to be used as off leash dog parks. we get a teeny tiny budget from them (like to pay for garbage pick up). almost anything else we do improvement wise comes from the users. we have a board that meets with the parks commissioners. when I traveled all over the country with my dog I used a LOT of parks and have seen different approaches; monthly/yearly membership fees, daily use fees (where you put money in a box like in parking lots), payment for an access code to get in the park gate, to completely free. the outstanding point at every park is a group of dedicated volunteers that attends work parties, helps "police" the park in assisting newbies with socializings their dogs (and quite often the humans) *encouraging* people to pick up poops, and overall making it a nice and safe environment for the pups and the people
