Sony define the standard; it's the player manufacturer who decides which aspects of the standard to implement in their device.

To blame Sony for this would be like blaming the creators of the older DVD standard for the decision of a movie study to release a "dual layer" DVD in the days before the majority of players supported them. Dual layer support was a part of the DVD standard long before players supported it. Similarly there are aspects of the Blu-Ray standard which current players don't currently implement.
