There's really no need to make an epub that's identical to a pdf. If the exact layout of the pdf is what's important to you, use the pdf.

The epub format is more fluid by design. I find Sigil to be a functional epub editor, but I don't know about layout options. It seems pretty complete, so if epub supports the layout options you want, it can probably be done in Sigil. But if you want a page to look exactly one way, then you probably don't want it in epub format to begin with.
