Really? Let's think this through, presumably you are a hunter or soldier and you are concerned that when you answer the call of nature your target might see a flash of your undies. Now I'm thinking that there might be other bits showing in that case that might be non-camouflaged unless you have gotten them tattooed (ouch) so not really effective IMO. On the other hand if you one of those folks that go hunting in their undies I'm pretty sure all the normal animals will have cleared out long before since seeing someone who is only legs and upper body is pretty scary.
If on yet another hand wearing camouflage undies is a dating ploy I have to say that it seems unlikely to be successful since you'd be disguising the bits most prospective mates would likely be interested in. (Well, unless there is something hideously scary in there, that might explain it I suppose.)
