I agree that it does not in principle have to mean DRM-free, but in practice all the "Simultaneous Device Usage: Unlimited" Kindle books I have downloaded have been DRM-free MOBIs. Do you have a counter example?
The DRM-free option has always been available for the Kindle, but not every publisher or author has been able to take advantage of it (because some supply channels required DRM). This might still be the case, but it does seem easier now to get DRM-free onto the Kindle.
