Even free out of copyright books have this charge 74p, sounds odd to me and not what they advertise on the Kindle page, free ebook downloads, yet they are charging now for it.

Amazon used to add a $2+VAT charge to every book to UK customers. That was dropped a few months ago. Some other countries still have this charge added to the price of Kindle ebooks.
Out of copyright does not mean free. It means out of copyright, i.e. anyone can re-publish them, and ask any retail price for them. And many people do, some in better editions that others.
All those 75p editions are by various publishers charging the minimum price Amazon allows them to charge.
If you want a reasonably well formatted version of an out of copyright book, you should look here in Mobileread first. Most of the cheap editions at Amazon are a lot worse than the free editions here.
