The only thing that comes to mind is the Sony PRS-900. It has a 7.1" screen which is what you mention. It has most of the other features you want, but it costs $249.00. You can make annotations and export them to your computer, it has expandable memory and user-replaceable battery, you can read in landscape mode or have it arrange two pages side by side like a paper book, etc. It has free 3G access with AT&T and supports a lot of ebook formats.

PDFs made for A4 paper are not going to look very good on any reader with a 5, 6, or 7 inch screen, just FYI. You can definitely convert them but the results will vary. I find the best way to view A4 PDFs on my PRS-600 is in landscape mode; this way the page is split into a top half and a bottom half.
