The no computer use rule is actually quite common. Having worked in culinary for a time I know that the objective of the noon to three period is to pump them in and out as fast as you can, and the more people linger at tables, the harder that becomes. Plus, the longer you linger, the less often they can turn over the tables, and thus the less money they can make. On a side note, not using your computer during rush periods of the day is also polite to others as you're not hogging a table that they may need. This becomes even more important if they're on a tight schedule or short lunch hour and every minute counts.
