It is not downgrade, it's just a version-number-fluffy, you will not lose any functionality!
It can be done, and was done many times with porkupan / boroad special updater build, suggested by kartu here.
Or get it direct here
The only change in this "special build" is a tweaked version number, so that the installation will take place with any installed firmware.

Alternatively it can be done manual, see dpierron post here

BTW: at the moment PRS-Customizer and PRS+ are concurent, you can't have both without manual integrating the PRS+ startup-Code to the costomizer scripts.
But if you are only looking for localized menus Customizer will do the trick.
