Everybody has a different way they handle this. Or fail to handle this as the case may be.

In my case, I have a Kindle. I know I can switch on the 3G anytime I like and buy that book that I want. So I think of the books at Amazon (or Baen or Manybooks) as being in some sense "mine already" and these other entities are just storing them for me to keep them out of my way until I want them.

When I want to read them, I "pay the fee" (if necessary) and the appropriate entity retrieves them from storage and turns them over. I don't see any point in paying the fee earlier than necessary.
