You know what would be cool? To have one of those old Flash Gordon stun-guns; the ones that froze people into whatever position they were in when they were hit. Whenever Norton tried to run the neighborhood, I'd shoot him with it, then take him back in the house and place him in front of a wall. When the stun wore off, he'd run smack into the wall. I bet it wouldn't take too many of those episodes to teach him not to run off.

It would work great against sexual offenders as well. Freeze 'em just as they were about to make their move, then place them in front of a sleeping pit bull.
