City of Dragons by Kelli Stanley. I liked this one as a form of hope, but crime noir-style — you're going to get knocked down no matter what. So it's how you deal with it that counts, of course, whether you're a hustler or a private dick, a spy or a saint. Maybe all of them. Anyway, I liked it.
