I think that is a dubious proposition given the situation as described by the piece Neil linked to earlier in this thread in this post:

It is, perhaps, plausible to argue that those books which emerge from the slush pile are 'good'* but given the sheer magnitude of the items in the pile I don't see how it is possible to think that every 'good' book emerges.


*'Good' in quotes because given some of what gets published I'm not sure that's the correct term.
