It will allow you to surf the web, but it's not user friendly. Jeff Bezos has made clear that Kindle is a great device for reading books and what he doesn't say, but his silence makes clear, is that it's not 'state-of-the-art' for other tasks like browsing or email; though it will do them.

I highly recommend Kindle for reading, but wouldn't be under any illusion that you'll get an 'IPad' surfing experience with it.
