Although the FAA makes the rules, they most often do so at the request of the airlines-so it's incorrect to claim that "it's not the fault of the airlines".
I'm not real sure why the airlines are in this issue, but since they lie about nearly all the other rules they claim are 'forced' on them by the FAA, I'm sure they're lying about this one too. Most likely they want to be sure you'll spend at least a half-hour/flight reading their sales brochure. Or maybe it's just that they get their rocks off by annoying their customers.
