I've been pondering much the same thing
I suspect that sample downloads and/or page views might be used as a secondary sorting mechanism... *shrug* Or the random secondary sort is a good theory, too! Except that it doesn't seem to randomise per view, but per hour or day. Seems too much work for the result...
