Right now with the iPhone 4 its the same, German ones are locked to Telekom, in France and the UK the phones are unlocked.
I personally use an (unlocked) Motorola F3 for 20 Euros  to make calls

I think it is Vodaphone. My student is afraid to change SIM because he has to open it and thus loosing guaranty privileges ..
So it is her student to put those funny thoughts in her pretty head.
