I suspect that a lot of it has to do with not stepping on MobiPocket's distribution agreement. Most of the secure MobiPocket e-books out there are being sold by retailers who are buying through MobiPocket. I suspect MobiPocket's distribution contract contains some level of regional exclusivity. It might even be "everywhere except the US."
