According to this Yahoo News article both Amazon and Borders are conducting contests to find new authors.

The Amazon competition started on October 1st (2007) and offers a $25,000 advance.

Another competition at Borders promises a prize of a $5000 advance. The Borders competition also opened on October 1st.
