Check out Create Space. IMO

Cookbooks can be sold everywhere, especially if you are willing to do a little marketing. Fall festivals, community sales, are great places to retail your books. With the print on demand set up, you can get what you want and go from there. Lots of options. Definately E-book it, I strongly recommend Smashwords, they were great and I had little issue with them for my Fantasy Novel. Great place to start. Good luck and all the best!
