You are incorrect. There are 2 problems.

First, if your desktop computer is turned off (I assume Calibre is installed on it) then Calibre is not running and can't respond to a request to access your books. I run Calibre 24/7 to maintain access.

Second, if you are outside your own network, you need some way to get back into your own network. I use a dyndns account and configure my router to route requests on port 8080 to the computer running Calibre.
