In my quick and dirty survey, I observed that the number of posts increases when the Administration sets up tangible prizes (ipads etc ...)
A modest suggestion: a weekly competition for the higher poster. HT gets his ipad right away so that others can compete. Winners have to keep a standard for at least 3 months before receiving the quid pro quo.
