I live in Japan, and am not supposed to be able to download mp3s from Amazon, but I do using the IP blocker from anchorfree.com. It's free and not shady at all. You could probably use it for books/Kindle for PC too. However, my credit card has a US address so I'm not sure if they will check that also. But the Anchor Free blocker totally works.
