You misread the reviews-- she is "supposed to be" 17--

And, FWIW, the only "nudity" in the movie is a short scene (with the character alone in a room) that is very dark, backlit, and shown from the back of the character-- even less graphic than the movie poster (which is, unsurprisingly, designed to sell tickets.)
It is much less skin than you see in the classic 1968
Romeo and Juliet-- in which the actors actually are under 18-- which I would hope most people wouldn't be offended by.
This reminds me (the root of the "controversy", not the movies-- I haven't actually watched My Rainy Days yet, though I scanned through it) of another Japanese film from a few years back-- has a 20ish actress playing a 17ish character-- but this time, there actually are sexual situations in the movie, and (lots of) nudity. The movie won several awards, and is sold at Amazon (uh, oh, I see a boycott coming on!) I wouldn't recommend it for my unnamed correspondent (his head would explode) but I would for anyone else.
