When you download metadata the Amazon rating is what you get.

As I read it the average rating is only created when you hover over an author, tag, series or publisher in the tag browser to give you an average rating of all the books for that area. This average is based only on the data you have entered in the ratings area for each book. This rating data for each book might be entirely entered based on your judgment.
