Ok - I got it on the right edge. No space would open up to park when I would drag it. What finally worked for me was to minimize Sigil and then drag the TOC panel off the Sigil window to the right....

Somehow the TOC panel moved from the right edge of the document view panel to being stacked above the document view panel -- I do not what I did to cause that.

Tried double-click on the TOC title...

Yes. Double-click on the TOC title bar allows me to drag it anywhere and park it anywhere in the document view window -- except near the document view title bar, then it jumps back to being stacked...
