GoodReader (http://www.goodiware.com/goodreader.html) should be able to do that. Start up some form of web sharing on your PC, then browse it using GoodReader.

Not strictly an iBooks feature, but I suppose it is worth mentioning the system-wide accessibility you can adjust in the Settings app to enable "White on Black" on a triple-click of the Home button.
