Preferences - Plugins, Tweaks Missing

I went to look at what plugins I had and too install a new one. When I clicked on preferences all the options I am used too where there BUT not the Tweaks nor the Plugins selectors.

Help Please

Use the scroll bar to move to the bottom of the window and you will find your missing items.
