Split page in half
Do any tools exist to split a pdf page in half either vertically or horizontally.?

Check out PaperCrop for more sophisticated options (at the cost of rasterizing the PDF).

Many of the various pdfcropping tools can be used to do indirectly... e.g., copying the PDF and then cropping out one side on one copy, the other side on the other, then merging them back together.
