If it is text format, why in the world is a Mac or Windows 98 not compatible?

Probably because for Windows 98 you need to install drivers for USB storage devices, ruining the whole plug-and-play concept.

I would wager that it probably will work fine on OS9 & X (I have no problem with USB drives on either) but they don't want to support it.
Oh and as an aside cool design. Most USB keychain drives dreadfully boring
