Fictionwise fixed the problem with the rebate
They finally fixed the problem. Titles are appearing in my cart with the correct 50% Micropay rebate. The sale ends in just under 2 hours.

I know this isn't worthy of frontpage notice, but I wanted to make sure everyone had a chance to get the ebooks they wanted.
