What's the purpose of the highlighter?
When I'm reading along on my Kindle every now and then I notice some sections have the word "highlighter" over them, and there's usually a number with that indication how many people have highlighted it, but when I try to access those sections nothing happens.

What's the purpose of highlighter? Why can't I access it? Thanks.

It is called Popular Highlights and it indicates which passages are most frequently highlighted by other Kindle users.

You can turn Popular Highlights off. The feature is located in Settings.

To turn on/off on the Kindle Touch: Press Menu --> Settings --> Reading Options --> Popular Highlights.

On the KFHD7-32 the Popular Highlights have a dark blue icon in the "Notes" section with a light blue underlining in the text, personal notes and highlights have a yellow icon in the "Notes" section with a dark blue shading in the text while bookmarks have a light blue icon in the "Notes" section with a flag in the upper left corner.

In the PW one can see Popular Highlights separately from one's own notes and bookmarks by using the second Settings Menu. Popular Highlights have a light underline in the text while one's own highlights are shaded in the text. Bookmarks have a folded corner in the upper right.

When I first saw these, I thought they were cool.

After reading a book and having several blocks highlighted, it was a distraction.
