I'm not in the US right now (and Kobo can tell by my IP address) but I have 2 accounts with Kobo (using a US card and a local card) and both give me the option to pay with PayPal. Now whether it'll allow me to complete the purchase is another thing. I'll test it later when I'm actually ready to buy a book.

Now I see PayPal as an option. I didn't earlier today. I'm glad that's sorted out. Now I can buy from Kobo without any extra fees.
