Are you sure that it is a genuine rtf file, and not just a txt file with the wrong extension? Try renaming it to have a txt extension and open it to see what it looks like.

Either you're file is damaged or as kiwidude said it's not really and RTF file. If it's damaged opening and resaving with Word will fix it.
