Second attempt to pass French anti file-sharing law

An interesting article on the BBC News web site reports that a bill which could disconnect people caught illegally downloading music three times is returning to the French parliament, after being surprisingly defeated earlier in the month:

What, really, is the target of that law?

Illegal downloads (which can be completely passive, download from usenet, for example), or P2P file sharing?

The first goal would be tricky to implement (full control of our net connections?), the second one insufficient (Rapidshare/usenet all of a sudden becomes hot in France).

It's an unworkable scheme, everything about it from the ground up screams 'over-reaction'. But you can bet that the ones who get 'hit' with this (if it ever passes) will be heavy-filesharers. They'll be identified by their IP's through amount of traffic used, then monitored for anything that seems remotely 'illegal', and then they'll get the banhammer whether they are guilty or not.

Hopefully this won't pass, and then Sarkozy can go and crawl away back to the pits of Hell from whence he came

That one was adopted by the Assemblée national yesterday. Will most likley be validated by senate.
