CHM to MOBI: Just getting chinese characters

I am trying to convert a recent CHM file produced by Microsoft and located here:

I have Calibre setup with all default values and my output device as Kindle.

The conversion runs but then all I get is is a bunch of Chinese characters when I open up the mobi file in the Kindle Reader for PC.
