As far as our Public Library - I really don't think they are using any library resources. We have a typical Overdrive set-up and there is a section in there of "Always Available" eBooks that are clearly the Gutenberg titles.

There's a note

I don't think they are even stored on the same servers because if you click download you just go right to an ePub file download - not the usual log-in, check-out, then download the acsm file procedure.

Try search.overdrive.com enter the zip code of where you live and the site will tell you about the elibraries in your area.
